Adopted by the Board of Trustees of the Potsdam Public Library

(A) |
The
meeting room at the Potsdam Public Library is intended primarily
for use of the library's own programs. The meeting room is also
available for use by community and other not-for-profit groups for programs
of an informational, educational, cultural or civic nature, subject
to this policy as established by the Library Board.

(B) |
The Library Board specifically excludes the following types of uses
of its meeting rooms: |

1. |
Programs involving the sale, advertising or promotion of products or services. |
| |
2. |
Business firms and other for-profit organizations soliciting or selling products or services, regardless of purpose. |
| |
3. |
Private social functions, such as showers, birthday parties, dances and
the like. |
| |
4. |
Religious services, although study groups and business meetings are allowed. |
| |
5. |
Political campaigns, although bi-partisan political forums are permitted. |
| |
6. |
Programs not in keeping with the library goals and objectives, or which would
interfere with the library's operation by causing excessive noise,
a safety hazard, security risk or other issues at the discretion
of the library director. |
| II. |
Reservations for Room/Hours Available |

| |
(A) |
The library's own meetings and those dealing with library activities
will take priority in reservations. All other groups will be served
on a first come, first serve basis. |

(B) |
Any Organization which meets the aforementioned criteria and is willing
to abide by the library's rules may book the library's meeting room. |

| |
(c) |
A representative of the group, who must be at least 18 years of age,
must complete the Meeting
Room Use Agreement, thereby agreeing to the terms of the
contract. |

(D) |
The approval of the reservation will be made by the library director.
Approval by the Library Board of Trustees may be necessary in cases
where the nature or motivation of the group is unclear. |

| III. |
Fees and Admissions Charges |
|
| |
(A) |
No fees are charged by the library for use of the meeting room. |
|
| |
(B) |
Groups using the meeting room may not charge admission. Possible exceptions
to this rule may be made for a program or educational course that
requires a registration fee or tuition. |

| |
(A) |
The number of persons in the group is not to exceed the maximum occupancy
capacity as established by the Village of Potsdam's Code Enforcement
Officer. |

| |
(B) |
The meeting room should be left neat and clean. If not, the group/individual
will be given notice that continued offenses will result in denied
access to the meeting room. |

(C) |
Any damage to the building and furnishings by a group will be repaired
at the expense of that group. |

| |
(D) |
The library does not provide storage space for groups or individuals
using the meeting room. |
|
| |
(E) |
The library staff shall remove a group from the library if it is found
to be using tobacco, alcohol or drugs on its premises and /or is
generally causing a disturbance. |
|
| |
(F) |
The library is not responsible for any equipment, supplies, materials,
clothing or other items brought to the library by any group or individual
attending a meeting. |
|
| |
(G) |
The Library Board and staff do not assume any liability for groups or
individuals attending a meeting in the library. |
|
| |
(H) |
Groups must exit at the library fifteen (15) minutes prior to library closing
time. |
|
| |
(I) |
The library reserves the right to refuse to book meeting room space
for groups who do not comply with the guidelines of this policy. |
